China Industrial Gases Industry Association (hereinafter referred to as CIGIA) and Huagang Gas Group Company Limited Co., Ltd. (hereinafter referred to as Huagang Gas Group) jointly held China Natural Gas Tech&Applications Expo and Natural Gas Industry Development Forum in Hebei Langfang on October 14~16. At the same time, the Natural Gas Industry Development Forum was held. New trends, policy interpretation, development dilemma and market prospects for the development of China natural gas industry, and new trends, advanced technologies and devices, construction issues, related standards and regulations and other topics for the development of China natural gas distributed energy resource industry were focused and promotion and application of new technologies, devices, processes and modes were discussed for China natural gas in different views. This exhibition included 3 major sections, namely rural gasification projects, LNG filling stations and distributed energy resources. There were nearly 100 attending companies from various countries and regions.
 
1 Counter Measures to Haze Covering
It is understood that Beijing-Tianjin-Hebei is a region with the most severe air pollution in Chi, and 8 cities in Beijing-Tianjin-Hebei were listed in the top 10 cities for most severe air pollution issued by Ministry of Environmental Protection in 2015. As for PM2.5 sources for Beijing in 2014, the local ones accounted for 64%~72% , including vehicles: 31.1%, coal: 22.4%, and industrial production:18.1%.
The local PM2.5 sources for Tianjin in 2014 accounted for 66%~78%, including coal: 27%, vehicles: 20%,  and industrial production: 17%. Hebei is the most severe air pollution province in China and its high industrial energy consumptions are directly related to the high coal consumptions, coal consumption ratio: >88%. Research results of the project for analysis of air PM2.5, PM10 and TSP sources for Shijiazhuang developed in 2013 indicated the pollution sources primarily came from coal, dusts,and industrial and vehicle emissions.
Coal is one of primary pollution sources for Beijing-Tianjin-Hebei, which contributes more to PM2.5. The rural scattered coal consumption was 56,240,000 tons in 2013 for Beijing-Tianjin-Hebei, in which the inferior coal consumption accounted for above 90%, SO2, NOx and smoke dust due to burning scattered coal were 258,900 tons, 75,700 tons and 194,300 tons, respectively, Thus, large scattered coal consumption, poor coal quality and weak pollution control measures are important reasons for serious atmospheric pollution in Beijing-Tianjin-Hebei.
In this case, related government departments formulated the corresponding policies for dealing with haze. In accordance with the Implementation Scheme for Hebei Air Pollution Control and Strengthening Measures (2016-2017) issued by the Office of Hebei Air Pollution Control Work Leading Group, Hebei will step up promotion of no coal application in key areas and clean utilization of coal, which include 18 counties or cities bordering on Beijing-Tianjin categorized as the coal ban areas. And no coal, except thermal power, centralized heatingand raw coal, shall be used by the end of October 2017, the use of fuel coal and construction of any new power project with the fuel of petroleum coke, will be strictly banned since November 2017. Those areas of Baoding and Langfang in the east of Beijing-Kunming Expressway, the north of Rongcheng–Wuhai Expressway and bordering on Beijing-Tianjin, as well as all administrative areas of Sanhe, Dachang Hui Autonomous County and Xianghe are designated as coal ban areas, including 18 counties or cities of Baoding and Langfang, including 1 urban built-up area, 14 county built-up areas and 3,345 villages, rural populations are about 1,054,000 households, the regional area is 7,148 square kilometers. Langfang: 9 counties (cities or districts), namely Guang Yang,Anci, Xianghe, Sanhe, Dachang, Gu’an, Yongqing, Bazhou and Langfang Development Zone; and Baoding: 9 counties (cities or districts), namely Zhuozhou, Gaobeidian,Bai Gou,Dingxing,Laishui, Rong Cheng, Xiong County, Yi County and Xu Shui. Any fuel coal that is substandard can not be allowed to sell in the whole region of Hebei. In light of IMPLEMENTATION SCHEME, Hebei will quicken the replacement of scattered coal in 18 counties or cities of Baoding and Langfang areas, perform the centralized or clean energy heating by the end of 2017, and electricity or gas rather than coal will be utilized fully for rural residents' life and heating. Moreover, gas, electricity or geothermal energy instead of scattered coal shall be supported and encouraged in other areas.
Ms. FAN Mengfang, the deputy director of the gas process design office of North China Branch of China Petroleum Group Engineering DesignCo., Ltd., expressed coal as one of primary pollution sources for Beijing-Tianjin-Hebei, contributes more for PM2.5. In order to improve the situation, we have to strictly control the consumption of poor quality scattered coal at the source, and vigorously promote the development and utilization of rural clean energy.
She said the overall scheme for gasification of villages is based on the integration mode, pipeline gas supply for those villages (<1.5km from medium-pressure gas pipelines) and point supply by means of LNG gasification stations for those villages (>1.5km from medium-pressure gas pipelines). And each gasification station supplies for <2000 households, in surrounding 3~5 villages.
In accordance with the requirements of Beijing-Tianjin-Hebei Air Pollution Control and Strengthening Measures, the PM2.5 levels for Beijing, Tianjinand Hebei will have been to 60μg/m3, 60μg/m3 and 67μg/m3 respectively by the end of 2017. The first strengthening measure for cleaning replacement of rural scattered coal consumption is the “rural gasification”. The point supply by means of LNG gasification stations shall be dominant for gasification of villages, whose application prospects are broad. Ms.FAN Mengfang was very optimistic about the prospects and benefits of rural gasification applications. She presented an example, by taking 150,000 households in a county, 54 new gasification stations and 69 pressure regulating stations shall be necessarily planned. Each gasification station corresponded to its surrounding 4~5 villages,about 2000 households. The estimated project investment is about RMB 1,000,000,000 Yuan. In accordance with the practical statistical data, the yearly natural gas consumptionper household is about 1000m3 by taking the gasification rate of 80% into account, the yearly sales volume is about 120,000,000m3. The total coal consumption for Beijing-Tianjin-Hebei is 330,000,000 tons of standard coal. With the completion of “rural gasification” project, the yearly replaced scattered coal will have been up to 56,240,000 tons, which will have accounted for 17% of the total coal consumption. SO2 and NOx and other pollution emissions will be reduced to lower atmosphere pollution to Beijing-Tianjin-Hebei due to burning coal.
 
2 Cintributions from Companies to Gas Instead of Coal
According to information, Huagang Gas Group as one CNPC gas company cooperates with various regional governments to greatly develop LNG, CNG and other types of clean energy to further improve the atmosphere. Huagang Gas Group took the lead in starting gasification of new countrysides by the pilot experiment of Linzhuang, Renqiu, Hebei, in May 2009 and stably proceeded with those gasification projects for villages and industrial and commercial households in those regions, Beijing-Tianjin-Hebei, Mongolia-Shanxi-Henan, Jiangsu-Zhejiang-Shanghai and so on. Huagang Gas Group and Renqiu Government jointly established the “Gasification Renqiu”project, the first national point supply mode, the whole natural gas coverage without any dead corner, at the beginning of 2016, and continuously extended such demonstration to various regions to perform the further development by means of the coal-to-gas projects. Huagang Gas Group and Renqiu Government signed a cooperation agreement of comprehensive gasification of Renqiu villages and towns on April 25, 2016 and the entire natural gas coverage of all Renqiu countrysides would be estimated within a year. 602499 rural residents in 413 administrative villages in 15 towns will have used natural gas in 2017. According to estimation, the yearly replaced scattered coal will have been 1,000,000 tons and CO2, SO2 and NOx emissions will have been reduced by 2,600,000 tons, 8500 tons and 7400 tons, respectively, after completion of the gasification Renqiu project. Moreover, Huagang Gas Group successively carried out the “Beautiful Village” gasification projects in Ningjin (Xingtai), Laiyuan (Baoding) and other regions in Hebei.
Huagang Gas Group is to further promote application of new energy and technologies and technological progress and development in the natural gas field by means of this exhibition, to speed up the process of gasification of Hebei, optimize the ecological environment of Beijing-Tianjin-Hebei and promote the national energy structure adjustment and haze control.
The attendant leaders from the government departments attended the forum and performed further discussions on related issues together with representatives from companies. Mr. LI Yinghua, the deputy director of the oil and gas division of National Energy Administration, also visited the booth of CPE North China Branch and heard the brief introduction, watched the propaganda video, LNG Overall Solution and Gasification of Villages, and they affirmed CPENorth China Branch made actually application and promotion and gained outstanding achievements in response to the national policy and by means of making full use of new technologies.

Mr. ZHAO Suinian, the General Manager of Huagang Gas Group, introduced the development courses, natural gas business development and “Beautiful Village” gasification projects of Huagang Gas Group. He said the implementation plan of the project for gasification of Renqiu was primarily to perform the gasification project construction by means of the pipeline gas sources in those towns relatively close to natural gas pipelines, on the other hand, the gasification project construction was carried out primarily by means of the “point supply” mode in those towns far away from gas pipelines. There were 53 new gasification stations and 303km medium-pressure pipelines and the total project investment was up to RMB 1,100,000,000 Yuan. During the construction period for gasification of Renqiu villages, Huagang Gas Group first innovatively utilized the Internet of things gas meters, so that the system may provide a powerful safety guarantee for gas users in comparison with the current intelligent gas meters. And it includes not only those functions, such as networkmeter reading, network payment, short balance warning and remote shut-off valve, but also the gas measurement and monitoring. Promotion of intelligent gas meters and management system with the Internet of things function in villages may solve the related issues such as difficult payment and management for rural users, and let users safely and easily use natural gas, so that the willing of applying for use of natural gas for rural users shall be improved to a certain degree. Moreover, the mode, integration of internet+technologies and intelligent gas meters, shall ease application of network, procurement of gas by means of cell phones and information data transfer, and application of the PLC automatic control system may present daily temperature, pressure, liquid level, flow rate, flammable gas concentration, scene images and videos and automatic statistics and real-time transmission of data, such as natural gas consumptions per household in each village, and operation processes of LNG gasification stations may be monitored by means of network to greatly improve the management and work efficiencies. As for the choice of processes and materials for this gasification village project, those high quality materials such as stainless steel corrugated pipes (durable life: 50 years) and composite tubes (durable life: 10 years) were used to guarantee the operation safety. Gasfacilities were equipped with advanced overpressure sections and the instantaneous overflow cut-off technology was used. The new pressure regulating boxes included additional normal pressure and supernormal pressure flow protection functions based on the original single pressure regulating function to ensure safety of gas users.
 
3 Leading by Technology and Having Promising Prospects
LNG peak-shaving storage and distribution stations as an import urban energy reserves facilities are burdened with emergency gas supply under the insufficient upstream gas supply or any accident, which guarantee life of urban residents and normal production of those key industrial companies in provinces and cities.LNG peak-shaving storage and distribution stations have sprung up continuously in recent years, considerably meet the natural gas peak-shaving needs in some provinces and cities. In addition, the “coal-to-gas plan” is being implemented in succession in a few regions along with the increased environmental pressure. More and more LNG peak-shaving storage and distribution stations will be put into operation in China in the future, because of the rapid growth of peak-shaving needs, which will act as normal configurations in various-level natural gas distribution systems.
Ms.LU Guoying, the project manager of North China Branch of CNPC Design Co., Ltd., introduced the natural gas peak-shaving methods, and technical plans and economical analysis, policy supports and industrial development prospects of typical LNG peak-shaving stations in her speech. She said, currently, the common natural gas peak-shaving methods primarily included spherical tanks, high-pressure gas bundles, LNG and underground gas storage. As for spherical tanks, tube bundles and pipelines, the gas storage volume may not be too big due to the constant volume storage mode, thus, they were primarily used in small and medium-sized cities with small gas consumptions for peak-shaving needs or acted as a useful supplementation method for other peak-shaving methods. On the other hand, LNG would be gasified to 625 times of its liquid volume and construction of LNG peak-shaving stations was free of geological conditions, thus, LNG had great advantages for peak-shaving or main gas sources for some regions along with natural gas liquefaction and gasification technologies, becoming more mature as for those inland cities being short of gas resources.

Ms. WANG Zhe, the General Manager of the cloud business division of Goldcard High-tech Co., Ltd., introduced the gold card gasification Renqiu Internet+gas innovation scheme in her speech. She said, Goldcard High-tech Internet of things intelligent gas system focused on the cloud platform, intelligent terminals, gas companies, and users may be eventually connected with this cloud platform to gain related information and realizerelated functions:
1) Intelligent terminals included civil, industrial and commercial meters. Gold card intelligent gasmeters had the unique advantage with reference to other gasmeters, which was each meter was equipped with a cell phone module including a card, thus, they may be connected to the cloud platform by means of the public network GPRS flow mode to upload the related data.
2) The gas companies may obtain information from the cloud platform to monitor meters and close valves of meters through the cloud platform.
3) Terminal users may realize remote payment and monitor the real-time gas consumption information by means of APP.
4) While there were certain quantity of APP users, it may be a platform and agas company may perform a third-party business.
5) Meters work based on the mobile phone network, and it has a greater power consumption. For use economy and real-time monitoring of people, we set uploading data once every day, in this case, 4 alkaline batteries may work for more than 12 months.
6) Uploading data for meters was regular, but terminal users’ payment was real-time. While a user fished his or her remote payment by means of APP, he or she may manually start the meter networking process by the press-button function to achieve real-time payment.
