The Summary of Seminar on Gases Industry Transformation and Industry Management System Reform

The 26th Member Representative Conference of China Industrial Gases Industry Association (hereinafter referred to as CIGIA) & China Gases Industry Transformation and Industry Management System Reform Seminar was held in Yinchuan on September 6~11, 2016.
Experts from related national departments and leaders from well-known companies, renowned experts and elites in the gases industry were gathered together and positively presented recommendations on the healthy and orderly development of the gases industry with focusing on the structural reform of supply-front.
1 Policies and Opportunities
At the 30th collective learning of Political Bureau of Central Committee of the CPC, Mr. XI Jinping, the General Secretary of the Central Committee of the Communist Party of China, emphasized that promotion of the structural reform, especially the structural reform of supply-front, is one of the key development strategy points during the 13th Five-Year Plan. Along with moderately expanding the total demand, promote the structural reform of supply-front shall with great efforts. The focus is on cutting overcapacity, destocking, deleveraging, reducing costs and identifying growth areas, and intensifying the adaptability and flexibility of the supply-front structural reform to the change of demand, so we can promote the productive capacity and achieve the overall jumping of it. Mr. DU Jun, the President of CIGIA, pointed out in his speech, the Opportunities for China gases Industry from the Supply-front Structural Reform, in order to gain more markets, gases companies shall establish the industry science and technology innovation, and research centers by integrating enterprises, universities (associations), research institutes, promote the innovation of technology, intelligence and business model with the guidance of market. CIGIA has established Cryogenic Heat Exchanger R&D, Cryogenic Insulation Material R&D, Gases Applied Technology R&D, Deserted Cylinders and Medium Processing Center, and CO2 Agricultural Technology Promotion and Research Center. CIGIA will continue to support the gases companies to research and develop gases applied technologies, actively promote the foreign gases applied technologies, reduce the costs of gases companies, and produce the development of the gases industry.
 
2 Standards and Specifications
2.1 Revision situations of Detailed Rules for the Implementation of Hazardous Chemicals Products Manufacture Licenses (section for industrial gases)

Ms. ZHOU Wei, the director of the branch of National Audit Center for Industrial Products Manufacture Licenses, said in her speech, Revision Situations of Detailed Rules for the Implementation of Hazardous Chemicals Products Manufacture Licenses (Section for Industrial Gases), the current name of the rules has been changed as Detailed Rules for the Implementation of Hazardous Chemicals Products Manufacture Licenses (Section for Industrial Gases), because licenses of air separation products was clearly cut off, the original products name of compressed gases and liquefied gases were no longer applicable. She pointed out that this revision clarified the certification scope of industrial gases, which was described as hazardous chemicals products based on chemical synthesis or decomposition process, and conforming to the requirements of the national or industry standards, satisfying the regulated industrial purposes by means of purification.
2.2 Revision situations of Supervision Regulation on Safety Technology for Gas Cylinder and new trends in national standards
Mr. PU Chungan, the Secretary-general of CIGIA introduced revision situations of Supervision Regulation on Safety Technology for Gas Cylinder and new trends in national standards. The revisions were performed based on limited terms of the Regulation (2014 Edition), and focused on the revision of safety technology regulations in design file identification, type test, filling process, manufacture supervision and inspection, vehicle cylinders and cylinder appurtenances, and integrated these revisions into the Regulation (2014 Edition) to form a united safety and technical regulation.
The revisions of Supervision Regulation on Safety Technology for Gas Cylinder reflect the following principles:
1) Based on 7 original standards on gas cylinders, integrate and straightening the relationships of them, unify and futher clarify the basic safety requirements, and form a comprehensive standard on gas cylinders and appurtenances.
2) In accordance with the new content of special equipment, slightly reform the Regulations (2014 Edition), futher revise application scope, and unify the classification of gas cylinders.
3) According to the general requirements for transformation of the national administrative functions and the directions of administrative permit reform in special equipment, adjust some requirements in administrative permit.
4) Collect the documents related to safety supervision of gas cylinders issued by AQSIQ in recent years, summarize the problems for propagation and implementation of Supervision Regulation on Safety Technology for Gas Cylinder, moreover, collect the online consultation, in addition, supplement the corresponding contents, and focus on solving the existing main problems.
5) In accordance with various links for gas cylinders, describe that in each chapter and clarify the boundary of each link, and clear the responsibilities of each related company or organization.
6) Sort the relationships between regulations and standards on gas cylinders, merge and condense the basic safety requirements, and put some detailed technical contents into the standards for corresponding products.
Moreover, the revision should be coordinated and united with the new Supervision Regulation on Safety Technology for Stationary Pressure Vessel and Supervision Regulation on Safety Technology for Transportable Pressure Vessel under revising, and integrate with the strengthening safety management rules and safety technical requirements for gas cylinders from AQSIQ. Absorbing some mature scientific and technological achievements, formulating application for new technologies and methods, and making the corresponding channels are in favor of technical progress and scientific development.
 
3 Development and Trends
3.1 The present development situations and trends of China special gases and electronic gases

Mr. FU Zhuhong, the President of Foshan Huate Gases Co., Ltd., introduced the market characteristics of China gases industry and special gases, pachaged gases, the development situations of China special gases, electronic gases, the investigation of issues and potential development directions of the gases industry, and the future prospects of gases industry, in his speech Present Development Situations and Trends of China Special Gases and Electronic Gases. He thought the current issues for the gases industry primarily included:
1) The whole industry scale is small, customers are scattered, and most companies are private, so that there are no attention or support from the government. There are some difficulties they have to face, such as difficulties for registration, land usage, financing and introduction of high level talents. Many companies are under slow development based on their own money, and they have no long-term plan. The economic development is unbalanced in China, and there are a variety of economic components, so that investment is shortsighted and they don’t follow economic laws.
2) Short considerations of the companies cause the impetuous in the industry. Many companies are keen on earning quick money rather than settling down to research and development or intensive management, and there are many defects in safety and management aspects. All of this make low level repeated construction projects and competitions appear. The gases industry are awaiting to be merged and standardized.
3) There is a shortage of talents, especially in inspection, research and development and sales talents for China gases industry. Guangdong Industrial Gases Association and South China University of Technology jointly held junior college and undergraduate classes to train talents in gases industry.
4) Those common technical issues, such as handling inner walls of gases cylinders for ultra-high purity and toxic and corrosive gases, research and establishment of high performance testing instrument, inspection platform, and inspection methods, selection of high-performance catalysts and specific adsorbents,and how to establish a perfect quality management system, shall be under consideration for the development of the gases industry.
Mr.FU Zhuhong said: China whole demand in gases have been up to about RMB 100 billions Yuan, including 15 billions in special gases in 2016. The Phase of study and imitation has been basically completed in China special gases industry. In the futue, we will have a qualitative leap, and our gases companies will reduce the gap with foreign ones. We shall perfect ourselves, solve those original issues and a series problems of process, such as market, technology and management issues to further improve and strength the position of gases industry in national economy.
3.2 The present situations and future development trends of China CO2 agricultural technology

Ms. ZHAO Min, the Secretary-general of the CO2 committee of CIGIA, primarily introduced the industry technologies in morden agriculture, the functions of CO2 in agriculture, global development, Chinese development, contents and prospects of CO2 in agricultural applications in her speech of the Present Situations and Future Development Trends of China CO2 Agricultural Technology. She said: in morden agriculture, CO2 is primarily derived from burning fossil fuels together, with the industry carbon dioxide secondary. In the 1990s, CO2 enrichment effectiveness theoretical system and experimental study were completed. Artificially replenishing CO2 became the standard operation in the Dutch glass greenhouses. China CO2 agricultural applications started in 1990s,10 years later than foreign countries. The factors restricting the development of it primarily include:
1) Being lack of the systematic research on connection with crops;
2) Being lack of the low cost precision quantification techniques and devices;
3) Being lack of the authoritative evaluation of application effects.
Ms. ZHAO Min made special suggestions for the situation:
1) Learning related foreign research achievements;
2) Promoting the research of localization application of this technology.
3.3 The current development and analysis of trends in China natural gas distributed energy resource

Mr. ZHAO Chun, from Huagang Gas Group Company Limited, primarily introduced the current development situations and analysis of trends in China natural gas distributed energy resource, the progress of boiler coal-to-gas and LNG point to point business and the gas supply new countryside project in his speech. He thought: there are still many issues in the development of LNG distributed energy resource, including technical, economic, market, operation and management issues. However, the core issue focuses on price under the current environment of the international crude oil price falling and the domestic economic situations. At present, the national and local government supporting policies successively came on to encourage the development of the natural gas distributed energy resource, and those development goals and measures have been put forward, on the other hand, there were not specific rules for the implementation or the related interest relationships were not sorted clearly, and the standards were not implemented forcibly, so that there are some strategic and market risks for LNG applications. Overall, China distributed energy resource development was not rapid, on the other hand, the future development space shall be relatively huge. In addition, the concept of distributed energy resource shall be more and more popular, although there were only a few distributed energy resource projects. The world LNG industry is being under high-speed development currently, and China became a major LNG import country, so that LNG application shall become the first issue after introduction of LNG. Although there are wide LNG application modes, its utilization rate is not very ideal yet for the time being. We shall take great efforts for the development of the distributed energy resources to achieve the efficient use of LNG, moreover, the professional and technical personnel and the strong support of national policies are necessary.
3.4 Provide feasible and sustainable solutions for industrial gases + internet

Mr. LIU Weiwei, the Chairman of Jiangsu GAS NETWORK, primarily presented the characteristics of the gases industry, solutions from GAS NETWORK, selection of industrial gases+Internet directions, interconnection of industry companies called by industrial gases+Internet, and public control and sharing in his speech. And he thought interconnection, public control and sharing is the only road for the gases industry reform of supply-front, and sincerely hoped that gases industry far-sighted persons jointly took part in, share and form the “experts-online” to solve the industry issues, and establish the research and development center integrating information technology with industrialization for China gases industry.
3.5 The practice and development of the internet of things for gas cylinders

Ph.D.ZHOU Min, the Chairman of Thingple, interpreted aspects such as current situations of China gas cylinders, information management of gas cylinders, the gas cylinders management system based on ultra-high frequency RFID in her speech. She focused on management of gas cylinders by means of electronic tags, involving the access, filling, purchasing and background data management, and the goal is to improve efficiency and reduce the possibility of error.
3.6 The listing and taxation of the companies

Mr. HUANG Guojin from Beijing Zhongtianbo Institution introduced the issues, such as listing causes, measures, costs and taxes after listing for company in his speech. He said companies shall be familiar with relevant national policies and make the best use of them for operation of a company.
3.7 Investment

Mr. ZHENG Xiang, the Director of Jiangsu Pizhou Economic Development Zone Investment Promotion Bureau, introduced the Pizhou investment environment and said Pizhou Economic Development Zone was dated back to 2001 and became a provincial development zone approved by Jiangsu Province Government in May 2006, whose planning area was 80.08 square kilometers, including the industry construction area of 20.8 square kilometers, and it was approved as a national circulating reform pilot demonstration park, national intellectual property pilot park, and the establishment of state-level development zone was under steady progress. At present, Pizhou Economic Development Zone followed the market demand and firmly grasped the good opportunity for industry development to greatly improve construction of the chemical industrial, semiconductor and gases industry parks. Pizhou had enough confidence in development of the gases industry, and the design area of the Phase-I Project of the gases industry park covers 644mus and the investment promotion was being performed for the time being. We also welcome gases companies to visit Pizhou Economic Development Zone.
4 Construction and Management
4.1 The Process of Transportation of Cylinder Gases by Means of Ordinary Trucks

At the Demonstration Meeting for Exemption of a Small Amount of CO2 Cylinders for the Commercial Retail Field held on January 14 by Ministry of Transport, Mr. PU Chungan, the Secretary-general of CIGIA, actively advocated and reached an agreement for exemption of road transportation of a limited amount of CO2 cylinder. He presented a detailed introduction the corresponding work of CIGIA in his speech, such as helping Ministry of Transpor of the People’s Republic of China to bring out the notification on Related Matters of Management of Road Transportation of a Limited Amount of CO2 in cylinder (Ministry of Transport Document No. (2016) 61), namely “according to the related requirments of the Management Regulations of for Road Transportation of Dangerous Goods, and applications of related companies, it was determined after research that while the CO2 (UN No. 1013) listed in the national standard, Items of Dangerous Goods(GB 12268-2012), satisfies the limited conditions of package and quantity, it can be managed as the general goods, to promote the safety and easy transportation of a limited amount of CO2 in cylinder, and better satisfy of the social needs, reduce the transportation costs”, and helping perfecting the Guidance for Transportation of a Limited Amount of CO2 and issuing the Transportation Safety Initiative. And taking part in revision of Road Transportation Regulations of Dangerous Goods, promoting the transportation of a limited amount of non-combustible, non-toxic and non-corrosivegases by means of general trucks.
4.2 Reform thought of road transportation management of dangerous goods
Mr. PU Chungan introduced the recently revised Management Regulations of for Road Transportation of Dangerous Goods (Ministry of Transport Decree No. (2013) 2), Safety Management Method for Road Transportation of Dangerous Goods, and the suggestions on Promoting the Reform Pilot and quickening innovative development of truck-free transport logistics, as well as European Convention of the International Road Transportation of Dangerous Goods translated by China in his speech.
4.3 The construction of online training for the gases industry
At the Safety Production Work Conference of Chemical Industry Association organized by Division III of State Administration of Work Safety and held in Beijingon March 8, 2016, CIGIA put forward the occurrence of accidents in gases industry, mostly occurred in the application link, and strengthening training of safety application of gases is need to solve. Mr.PU Chungan said construction of the online training for the gases industry can take use of the examination database with different gases made by CIGIA experts, combine characteristics of application sites to form various types of online learning modes,for example,the safety online training of cylinder transportation and laboratory gases.
4.4 Management thought of filling mixed gas cylinders
Mr. PU Chungan introduced the selection, color marks and filling of mixed gas cylinders, Rules for Filling of Gas Mixture Cylinders (Beijing-Tianjin-Hebei standard), the administrative licensing for filling of gas mixture cylinders and so on in his speech. He also said there are standard gases in Coloured Cylinder Mark for Gases Marks (GB7144-2016) and Rules for Filling of Gas Mixture Cylinders, so that filling of standard gases(except filling glass test tubes) shall also conform to the requirements and obtain the permissions. Moreover, the future licensing for filling mixed gas cylinders shall also become the preliminary requirements for approval of standard material certificates.
4.5 The supervision modes and contents for the field gas supply (field production gas supply and tank gas supply) from the state government departments
Mr. PU Chungan introduced the Notification of Performance of Safety Supervision Management of Production Work of Unattended Operation of Air and Chemical Products (Document from Division III of State Administration of Work Safety: No.(2009) 16), the Supplementary Notification of Performance of Safety Supervision Management of Production Work of Unattended Operation of Air and Chemical Products (Document from Jiangsu Administration of Work Safety: No.(2010) 36), and the safety evaluation methods, such as safety pre-evaluation, safety acceptance evaluation and current situation safety evaluation, and other items in his speech.
4.6 Discussion of gases+construction for the gases industry
Mr. PU Chungan introduced the gases+construction for the gases industry, whose contents primarily include 4 aspects: gases+government, gases+development idea, gases+application technology innovation, gases +cultivation of talents.
1) Gases+governmentprimarily means the gases industry guiding policies, and connection and communication with the government functional departments, to provide information helping the development of the gases industry and professional technical support for the government.
2) Gases+development idea primarily means learning and borrowing the operation and development ideas from the foreign gases industry, and development idea innovation of the current situations of China gases industry and the future gases industry.
3) Gases+application technology innovation primarily means innovations of gases application technologies in energy saving and emission reduction, comprehensive utilization of energy,national defense, scientific research, industry, agriculture and other fields.
4) Gases+cultivation of talents primarily means  cultivation of “digital”comprehensive technical talents, construction of the professional and technical personnel training platform, creation of “craftsmen” for the gases industry.
4.7 Construction of the gases emergency rescue platform
Mr. PU Chungan introduced construction of the gases emergency rescue platform, whose contents primarily include the national policies, necessity, measures and connection with the government functional departments for construction of the gases emergency rescue platform. As for construction of the gases industryemergency rescue platform, CIGIA has completed the follow works:
1) There were related blocks in www.cigia.org.cn, including the gases emergency rescue materials supply platform, the gases emergency rescue experts management system, the gases emergency rescue training, the gases emergency rescue teams distribution chart and so on.
2) Expert databases with supports of various provincial associations, many gases companies and specialized committees from CIGIA.
3) Industry experts were organized to perform training the related emergency rescue knowledge.
4.8 Remote management system of storage and transportation devices

It is understood that the puzzles for current operation of a gasification station include:
1) Safety management issues, such as nobody knowing any abnormal case for an unattended plant, damage of devices or accessories, no inspection and maintenance in the field station, high equipment failure rate.
2) Business management issues, for example, the daily and monthly gas consumptions were not be known for each station, and the yearly equipment maintenance costs were not be known.
Mr. Wu Simin, from Shenzhen CIMC Intelligent Technology Co., Ltd., thought the above two major puzzles may be solved by means of the technical methods.The specific measures are listed as follows:
1) Remote monitoring of operation situations of a gasification station;
2) Expiration warning for devices and accessories;
3) Management of safety inspection personnel;
4) Liquid level monitoring and reasonable distribution;
5) Data collection of flowmeters and applications of statistics of gas consumption;
6) Statistics of maintenance costs and inventory management of spare parts and so on.
