For promotion of safety and convenient transportation of limited CO2 Cylinder and better satisfaction of social demand, lowering the transportation logistics costs, and in accordance with related rules of Management Regulations on Road Transportation of Dangerous Goods and applications of related companies, it is decided after the discussion that management shall be carried out to exemption in the road transportation links in accordance with general cargos as for CO2 (UN No. 1013) in national standard GB 12268-2012 (List of Dangerous Goods ) when it’s conforming to the requirements for packaging and quantity limitation. Currently, the related items are notified as follows:
     1) As for cylinder transportation CO2 conforming to requirements of the national special equipment safety and technical specification TSG R0006 (Supervision Regulation on Safety Technology for Gas Cylinder ), while the nominal volume of a single cylinder is no more than 50L or the total mass of CO2 per transportation unit is no more than 500kg, management may be carried out in the road transportation links in accordance with general cargos and the related dangerous goods transportation management requirements may be exempted to its transportation company certificate, and certificates for special vehicle and practitioners and so on;
     2) Those companies going in for limited- mass bottled CO2 transportation shall perform training to drivers and use qualified transportation vehicles in accordance with requirements of Guides of Road Transportation of Limited Mass of Bottled CO2 Under the Exemption Conditions (hereinafter referred to as GUIDES); and light loading and unloading and properly fixing shall be carried out; it is ensured that the cylinder valves shall be closed and emergency treatment shall be carried out in accordance with procedures in emergency cases such as leakage and
traffic accidents. The shipper and other participants shall perform responsibilities and duties regulated in GUIDES;
      3)The various transportation management departments shall strengthen propaganda of relevant laws, administrative regulations and this notification, supervise shippers and transportation companies as well as other parties in accordance with law to implement the safe production non-delegable and independent duty in accordance with requirements of GUIDES together with related departments; the law enforcement inspection shall be strengthened and any illegal shipping and transportation of bottled CO2 shall be strictly investigated to ensure transportation safety of bottled CO2.
