1 Opening Ceremony
1.1 Leaders’ speeches
Mr. PU Chungan (the secretary general of CIGIA) hosted the opening ceremony of 2016 Beijing-Tianjin-Hebei Gases Industry Cooperative Development Forum on April 22. Mr. DU Jun (the President of CIGIA) said in his speech: within one year after establishment of Beijing- Tianjin- Hebei Gas Industry Cooperative Development Alliance, much work was carried out to focus development of companies in Beijing- Tianjin- Hebei Region, which are primarily as follows: Beijing Administration of Work Safety was to coordinated for regulation of the dangerous chemical tank regions for Beijing companies so that their regulation costs may be lowered from RMB 600,000~700,000 Yuan to RMB 50,000~60,000 Yuan; and preparation and approval of Beijing- Tianjin- Hebei regional standard—Periodic Inspection and Evaluation of Welded Insulated Cylinders was promoted, which is the first regional standard in the gas industry. Currently, release of
another two Beijing- Tianjin- Hebei regional standards is being under promotion.
Mr. LI Qiang (the director of the special equipment department of Hebei Provincial Administration of Quality and Technical Supervision) expressed warm welcome to various attendant representatives on behalf of his department. Mr. LI Qiang said: under the leadership of Mr. DU Jun (the President of CIGIA) and specific command of Mr. PU Chungan (the secretary general of CIGIA), a lot of work was carried out to develop our gas industry. Beijing-Tianjin- Hebei Gas Industry Cooperative Development Alliance established in 2015 did a lot of work to implement the strategic deployment on Beijing- Tianjin- Hebei cooperative development from the Party Central Committee and provided good supports for the industry and the government departments. He hoped this conference may further present more contributions to our industry through communication of all attendees. As a government department, we also supported CIGIA’s work to make new contributions for development of Hebei even Beijing- Tianjin- Hebei. Mr. MA Yan from Beijing Municipal Administration of Quality and Technical Supervision introduced work in 2016 for Beijing Municipal Administration of Quality and Technical Supervision. Mr. MA Yan said:
1)Construction of the centralized trading system: the related informatization systems are being under construction currently under the leadership of the safety supervision department to achieve traceability of the cylinder sources. Safety supervision will be carried out by the government to cylinder sources, filling and delivery to customers by means of the informatization method. It is predicted that such work will have been completed by June next year;
2)To strengthen construction of cylinder inspection agencies: Beijing Municipal Administration of Quality and Technology Supervision requires filling stations shall regularly report the inspection situations to the county quality and technical supervision bureaus. Any filling station with bad inspection situations shall be inspected with greater efforts. Inspection agencies shall feed back some issues found in the inspection processes in time to jointly perform the safety work;
3)Establishment of the evaluation center for special equipment administrative licensing: the cylinder filling evaluation manual and guides will have been prepared well by May this year.
Ms. KOU Dongying (the director of the evaluation center of Tianjin Special Equipment Inspection Institute) said:
1) Tianjin Municipal Administration of Quality and Technology Supervision detailed the cylinder filling licensing rules (for example: there shall be no less than 8 staffs in a filling station); in addition, the tank capacity and amount of any filling station are detailed. Evaluation shall be very detailed work, which shall be carried out in accordance with requirements of corresponding laws and regulations as well as standards; and these rules shall be insurmountable; of course, some companies shall not be impartial either;
2)As for filling quality, a common issue is currently is inspection work prior to and after filling, which is not carried out in detail or place. Mobile filling is generally relatively better due to its being for large companies in comparison with cylinder filling. She hoped that all attending representatives from filling companies checked their management negligence or issues of filling stations again so that the inspection work shall be truly carried out without being formalized; and any evaluation agency shall not only be handled formally.
On the whole, there is basically no any company passing the evaluation only for one time and the evaluation agency may put forward various issues; however, random inspection is only carried out by evaluation agencies; therefore, safety production and management issues shall be solved primarily based on their self-inspection except for random inspection of inspection departments.
1.2 Awarding Member Bronze Medals

2 Alliance Work
Mr. PU Chungan reported “Beijing- Tianjin- Hebei Alliance 2015 Work and 2016 Key Work” on behalf of Beijing- Tianjin- Hebei Gas Industry Cooperative Development Alliance. Mr. PU Chungan said that, Beijing- Tianjin- Hebei Alliance 2015 Primary Work
was as follows:
1)Establishment of Beijing- Tianjin- Hebei Gas Industry Cooperative Development Alliance: CIGIA held the founding conference of Beijing- Tianjin- Hebei Gas Industry Cooperative Development Alliance on April 18, 2015 in Beijing;
2)Holding 2015 Beijing Gas Industry Working Conference on April 18, 2015 in Beijing Daxing;
3)Taking part in Beijing- Tianjin- Hebei “9.3” Commemorative Activity Special Equipment Safety Guarantee Working Coordinative Meeting and scene supervision work organized by AQSIQ;
4)Actively participating and assisting to solve Beijing tank region safety management issue. Dangerous Chemical Tank Region Safety Management Symposium whose attendants are some Beijing gas companies was held; and attending Dangerous Chemical Tank Region Safety Management Symposium;
5)Organizing Beijing LNG-system skid-mounted refueling devices benchmarking evaluation. Alliance completed the implementation effect evaluation of Beijing LNG container skid-mounted refueling devices with reference to Beijing local standards in July~November 2015 under the entrustment of Beijing Municipal Administration of Quality and Technology Supervision;
6)Actively promoting Beijing- Tianjin- Hebei regional standards of gas industry. The review and approval conference for Beijing- Tianjin- Hebei gas industry regional standard –Periodic Inspection and Evaluation of Welded Insulated Cylinders was held on August 25, 2015 in Beijing, whose attendants were from Hebei Provincial Administration of Quality and Technical Supervision, Beijing Municipal Administration of Quality and Technology Supervision and Tianjin Market and Quality Supervision Administration. Participated in organization of Beijing local standards, and the final approval conference of Safety Management Technical Rules for Dangerous Chemicals Used in Laboratory
(Beijing local standard), and the coordinative meeting of Technical Specification of Installation and Operation of the Gas Supply System of Small- sized LNG Cylinder Unit (Beijing local standard);
(Beijing local standard), and the coordinative meeting of Technical Specification of Installation and Operation of the Gas Supply System of Small- sized LNG Cylinder Unit (Beijing local standard);
7)Accident assessment. P a r ti c i p a ti n g i n investigation of Beijing “5.18” fire control cylinder burst accident; assisting Hebei Qinhuangdao Municipal Administration of Quality and Technology Supervision to perform investigation and analysis of “6.23” Accident; and supporting Tianjin Market and Quality Supervision Administration to perform “Cylinder Safety Management Training”. After occurrence of
Tianjin“8.12” Accident, Tianjin Market and Quality Supervision Administration held the special training class for “Cylinder Safety Management Training” on August 29~30, 2015 to improve the cylinder safety
management level, etc. Then, Mr. PU Chungan interpreted Alliance 2016
Work:
1)By combining 2015 Beijing identification and evaluation situations as well as the government implementing new standards, 2016 Beijing Gas Industry Working Conference will be held on March 29; at the same time, some attentive issues for companies to apply for or change industrial industry production licenses as well as those issues found in the supervision, random inspection and evaluation processes were described; 2)Beijing SinoHytec was listed officially on January 13 on the “New Three Board” to become “China first hydrogen energy stock” and achieved the “zero breakthrough” in the capital market for China hydrogen energy companies;
3)Actively promoting China hydrogen energy economy development: combining the national industry policies and Beijing-Zhangjiakou Winter Olympic Games, developed China fuel cells and hydrogen filling stations, and wind power hydrogen production projects to let wind power serve the gas industry as soon as possible;
4)Promoting transportation of small-mass CO2 cylinder ordinary goods trucks: the suggestions on exemption of limited-mass bottled CO2 road transportation were reached in “The Discussion Meeting on Exemption of CO2 Cylinder Small-mass Transportation in the Commercial Retail Field” on January 14, which was held by Ministry of Transport. Through collaboration and communication for a few times, Beijing- Tianjin- Hebei Alliance organized experts to participate and complete the Guides for Road Transportation of Limited- Mass Bottled CO2 ;
5)Timely promotion of exemption of road transportation other bottled gases: if the net gas mass is no more than 1000kg, the exemption objects are incombustible, nontoxic and non- corrosive bottled gases, and medical oxygen;
6)Forwarding and organizing companies to participate and asking for opinions of Dangerous Goods Road Transportation Safety Management Methods (exposure draft) issued by general office of Ministry of Transport. Beijing- Tianjin- Hebei Alliance promoted and encouraged members’ feeding back suggestions; as of April 15, Air Liquide in China, Tianjin Lianbo Chemical Co., Ltd., and Beijing Haipu
Gas Co., Ltd., Beijing Zhaoge Gas Technology Co., Ltd., Beijing Beiwen Gas Manufacturing Plant, Beijing Jinggao Gas Co., Ltd. and other companies presented their replies, and he herewith acknowledged with best thanks. Alliance fed back in those suggestions to Ministry of Transport in accordance with their replies and ones from experts; and he believed more perfect promotion in future;
7)Implementation of the famous brand strategy of China gas industry: for further promotion of the famous brand strategy of China gas industry, CIGIA issued China Gas Industry Famous Brand Management Methods in October 2015 to seek China gas industry famous products currently. CIGIA will organize companies to submit related files next month based on the preliminary assessment results and hold CIGIA Council at the end of May to perform evaluation; and the “China Gas Industry Famous Brand Prizes” will be awarded finally in the annual conference. Alliance actively organized registration for attendance;
8)Promotion of air separation equipment and carbon tax trading work: the air separation equipment energy consumption calculation methods will be completed in 2016; and then communication and coordination will be carried out with government departments by combining the specific foreign and domestic carbon tax trading situations to start establishment of the carbon trading methods suitable for China air separation equipment;
9)Actively supporting and participating preparation and revision of Beijing- Tianjin- Hebei regional standards: based on completion of Periodic Inspection and Evaluation of Welded Insulated Cylinders (Beijing-Tianjin- Hebei regional standard) in 2015, Specification
for Filling of Mixed Gases and Application Specification of Electronic Label for Vehicle Cylinder (Beijing-Tianjin- Hebei regional standards) will be promoted in Tianjin in 2016;
10)Supporting and guiding Beijing- Tianjin- Hebei region members to establish the welded insulated cylinder inspection stations;
11)Active participation of related work such as Beijing- Tianjin- Hebei region special equipment and standard gas. By combining the recent Beijing- Tianjin- Hebei unified development ideas, active participation of supervision, random inspection and evaluation of cylinders and transportable pressure vessels in Beijing- Tianjin- Hebei region; development of related work such as mixed gas filling and application of vehicle cylinder electronic tags in Beijing- Tianjin- Hebei region; timely development of related work such as standard gases in Beijing- Tianjin- Hebei region;
12)Establishment of the group standard technical committee, promotion of development of CIGIA group standards. In accordance with the reform spirits for deepening the standardization work from the State Council and by combining the actual gas industry standardization situations and for further optimizing the standard structure and gradual establishment of the industry group standard system coordinating
and supporting mutually National Standards and so on, CIGIA established the group standard technical committee to promote the rapid development of CIGIA group standards. Beijing- Tianjin- Hebei Alliance will focus development of Beijing- Tianjin- Hebei region,
for example: reconstructing boilers from coal- burning to gas- burning, promotion of issuing related group standards;
13)Participation of preparation and revision of national standards and specifications and timely dynamic transfer: participation of revision of the outline of Supervision Regulations on Safety Technology for Gas Cylinder ; completion of the project approval of Specification of Application of Cylinder Electronic Tags (national standard) to promote the national cylinder electronic tag industry alliance work; active
participation of preparation and revision of related standards, laws and regulations such as those from AQSIQ, State Administration of Work Safety, Ministry of Health and so on; at the same time, strengthening the contact with the related industry committees on standardization and timely transferring information by means of CIGIA website (www.cigia.org.cn), Alliance branch website and media to more members; by combining updating the CIGIA website, timely establishment of the “Gas Safety” WeChat Official Account;
14)Active cooperation with members and promotion of new development: gas application technology development center and cylinders and media center.
3 Safety
3.1 Cylinder safety management
Mr. LI Qiang specially emphasized the cylinder safety management. Mr. LI Qiang said:
1)Rapid development of the gas industry (especially CNG and LNG) brings about us new development opportunities; at the same time, new risks may also occur. There are 4 primary issues: (1) illegal usage of cylinders and cylinders are not registered or recorded; (2) overdue inspection of cylinders or at least most of cylinders; (3) unclear coloring identification of cylinders, especially color falling of industry cylinders in companies so that we shall not know what gas filled; and (4) during the operation process of cylinders, related national standards or specifications are not be obeyed so as to cause accidents;
Mr. LI Qiang specially emphasized the cylinder safety management. Mr. LI Qiang said:
1)Rapid development of the gas industry (especially CNG and LNG) brings about us new development opportunities; at the same time, new risks may also occur. 2)The Party Central Committee, the State Council and various local governments pay more attentions to safety work; especially Xi Jinping (the general secretary of the new Party Central Committee) presented a lot of important instructions to safety work to require “the same responsibilities for the party and government, both responsibilities for the same post and investigating and affixing the responsibility for any
personnel breaching of duty”, and managing industry and safety and business and safety at the same time for various governments. The bottom-line thought shall be intensified; especially, the human life shall be the most important. Safety shall be an insurmountable red line. Currently, any accident shall be strictly handled and any personnel breaching of duty will be fined or punished. The related criminal government management departments as well as companies shall be fined or punished;
3)Strengthening the safety consciousness and implementing the enterprise entity responsibilities: those cylinder filling and business companies shall implement national laws and regulations. As for the special equipment, laws and regulations shall be relatively sound, such as Law on Safety Special Equipment, Regulation on Safety Supervision of Special Equipments as well as related safety technical specifications and standards; despite this, we shall still carefully implement or perform all rules and laws. As for usage and registration and periodic inspection of cylinders as well as qualification certificates of filling station management personnel, qualification certificates of the filling personnel shall meet the requirements of the above standards or specifications. The sound safety management system shall be established; especially strict implementation of operation rules and regulations shall be strengthened. Guidance of safe usage of gas shall be strengthened
to customers. The traceability management shall be performed this year; and traceability of electronic tags is required to cylinders and elevators.
3.2 Filling station safety
Mr. WANG Zongxin presented thorough analysis on “filling station issues and management”, “analysis of domestic vehicle cylinder explosion accidents in recent years”, “cylinder inspection stations and issues”, “further plan of cylinder supervision work” and so on in his speech.
3.2.1 Equipment and facility issues
3.2.1.1 Permanent gas filling stations
1)Oxygen filling station: there is few vacuum equipment or no flammable gas detection warning instrument; and 2)Cylinders: identification, coloring or capping.
3.2.1.2 LPG stations
1)Some LPG stations: arbitrarily adding storage tanks or changing pipelines, there being resident houses within stations, or illegally using fire control channels; 2)No vacuum equipment for new cylinders.
3.2.1.3 Dissolved acetylene stations
1)No acetylene manifold; 2)No nitrogen circuit; and 3)High pressure dryers: no outlet safety release devices.
3.2.2 Issues of the filling station quality management system
1)Incomplete management system, being lack of related management systems such as safety supervision, accident reporting and data storage; 2) No formal quality system manager; 3)No periodic inspection to pressure pipes or pressure vessels, or no use registration to some pressure pipes or pressure vessels; 4)No periodic calibration or verification to pressure gauges, safety valves, flammable gas detection warning instruments and so on; 5)Incomplete quality records, for example: no inspection or filling records prior to or after filling cylinders, no equipment operation, maintenance and other records; 6)Incomplete daily special equipment laws and regulations, or standards; insufficient
training and study for safety management personnel, technical managers and filling/inspection personnel; 7) As for cylinder managements, ignoring management to existing cylinders in some filling stations, no requirement to customers due to the market competition influence, only controlling the quantity of recycled cylinders without checking their sources so that such companies shall not carry out inspection prior to filling cylinders, or no normal and periodic inspection to cylinders.
3.2.3 Filling issues
1)Incomplete inspection and filling recording items prior to or after filling cylinders , for example: no acetone adding record in some dissolved acetylene filling companies, or even no or incomplete cylinder number record in some companies, no signatures of filling or inspection personnel; and 2)No filling permanent gas speed control or too fast filling speed in some companies. Any filling station manager shall be the first cylinder safety manager whose responsibilities shall be of significance and who is required to be seriously stringent and strictly obey the licensing conditions and operation rules and implement various management systems during the working processes to ensure the safe operation. Accidents occur due to tiny negligence, being careless and unconcerned or fortune.
Finally, Mr. WANG Zongxin forward suggestions and ideas to cylinder supervision work: 1)Active promotion of construction of the cylinder traceability system to achieve information interconnection and interworking of the provincial cylinders; 2)To perform supervision or random inspection to cylinder inspection agencies, notification of some inspection agencies or disposal of some inspection agencies to improve the inspection work quality; 3)To urge various branches to continually perform striking or banning illegal filling activities; 4)To play the roles of the industry associations and improve the cylinder supervision level; and 5)In accordance with requirements of Beijing- Tianjin- Hebei local
standards, urging effective development of periodic inspection to cryogenic and insulated cylinders.
3.3 Influences of Tianjin “8.12” Accident to the gas industry
Mr. LIU Ning (the business manager of Tianjin Yongli Food Additives Co., Ltd.) reported the “Enlightenment Tianjin Harbor “8.12” Explosion Accident to Gas Industry”. The first and second explosions occurred at 23:34:06 and 23:34:37 of August 12, 2015 in dangerous cargo warehouses of Tianjin Ruihai Corporation located in No. 95, Jiyuan No. 2 Road, Binhai New Area, respectively, so that this accident shall lead to 165 victims, 8 missing persons and 798 casualties in hospital, and damaging 304 buildings, 12428 high quality vehicles and 7533
containers (the direct economic losses may be up to RMB 68,660,000,000 Yuan).
Mr. LIU Ning said: the gas industry characteristics are various types of dangerous chemicals and major risks; and risk characteristics of industrial gases are flammable, explosive, toxic or corrosive and they may be possibly dissolved, oxidized or polymerized. Moreover, cylinders belong to transportable pressure vessels so that they shall be possibly everywhere or in complicated application conditions without general specific supervision personnel; and they shall be more difficultly managed objectively with reference to fixed pressure vessels and accidents may more possibly occur and the accident hazards may be more serious; therefore, gas companies shall pay special attentions
to safety. In view of “8.12” Accident, the gas industry are enlightened as follows: 1)Dangerous gas and other “very dangerous” companies shall certainly be in the specific industrial parks rather than in any town. Prior occurrence of “8.12” Accident, relocation of chemical companies lasts for long time; on the other hand, relocation of dangerous chemicals companies shall be in a new merging stage in various regions along with occurrence of &ld
