2016 Beijing Gas Industry Work Conference

2016 Beijing Gas Industry Work Conference was Held in Beijing. About 80 representatives including related leaders of Beijing Municipal Administration of Quality and Technology Supervision, and managers and technical personnel of Beijing related industry gas transportable pressure vessel filling companies, cylinder filling companies and cylinder inspection agencies, as well as working personnel of the secretariat of CIGIA and so on attended this conference, which was hosted by Mr. PU Chungan (the secretary general of CIGIA).
CIGIA and GAS NETWORK Technology (Jiangsu) Co., Ltd. signed a strategic cooperation agreement as for the industry informatization and remodeling the industry competitive orders by utilizing the network platform and data management in this conference.
In the conference ,Mr. PU Chungan (the secretary general of CIGIA) conveyed The Top-Level Design Plan for Special Equipment Safety Supervision Reform.
Mr. MA Yan from the special equipment department of Beijing Municipal Administration of Quality and Technology Supervision attended this conference and presented his speech. He notified 2016 key work of Beijing Municipal Administration of Quality and Technology Supervision and interpreted the new requirements of identification and evaluation of cylinder filling stations, inspection stations and transportable pressure vessel filling stations in 2016. Mr. MA Yan said: 1)Centralized trading and construction work will be carried out this year; 2) Administrative licensing.
Mr. WANG Peng from the special equipment department of Beijing Municipal Administration of Quality and Technology Supervision presented his speech and he said: Beijing Municipal Administration of Quality and Technology Supervision recently issued two documents, namely Identification and Evaluation Guides primarily applicable to filling companies for certification and Identification and Evaluation Regulations primarily applicable to operation of identification and evaluation personnel. Both documents are complementary to each other to primarily standardize identification and evaluation institutions and personnel. In addition, transportable pressure vessel filling companies shall strictly check mobile tank trucks in accordance to requirements of the safety technical specification during the filling process, especially inspecting whether tank trucks have the use and registration certificates.
Mr. PU Chungan introduced evaluation situations of production licenses of Beijing industrial products in 2015 and interpreted AQSIQ’s Notice for Revisions of Detailed Implementation Rules of Production Licenses of Industrial Products, Periodic Inspection and Evaluation of Seamless Steel Gas Cylinders (GB/T 13004-2016) and Coloured Cylinder Mark for Gases (GB/T 7144-2016) . Ms. SONG Fangfang (the project manager of the cooperation department of CIGIA) presented her speech-China Gas Cylinder Standard Systems and CIGIA Group Standards.
Mr. LIU Yantang (an expert of CIGIA) presented his speech-Specificity of Tank Region Governance and Tank Regions of Industrial Gas Production/ Business Companies.
Mr. SHI Wenyuan (the director of the technical department of CIGIA) introduced “2015 Identification and Evaluation Work of Cylinder Filling Stations, Inspection Stations and Transportable Pressure Vessel Filling Stations”, whose work objects include 26 cylinder filling stations and 11 cylinder inspection agencies as well as 1 transportable pressure vessel filling station.
