 “CIGIA LNG Branch Leadership Transition Annual Meeting & Industry Forum” was solemnly held at the morning of December 10, 2015 in Beijing, in which there were more than 500 representatives from more than 200 council members and famous member companies such as Kunlun Energy, CIMC ENRIC, HQHP, Shanghai Yiyun, Zhangjiagang Furui Special Equipment Co., Ltd. and Yantai Jereh Petroleum Equipment & Technologies Co., Ltd.; and this annual meeting & industry forum was hosted by Civil Entrepreneur Media/China Civil Entrepreneur, Dacheng Enterprise Institute and CIGIA LNG Branch and co-organized by Lianxun Securities Stock Co., Ltd., Shanghai AnEnJi Cultural Transmission Co., Ltd., and Zhongrong Jinhui Investment Management Co., Ltd.
Mr. XIE Boyang (a counsellor of State Council and original vice chairman of China Federation of Industry) hosted the opening ceremony, and the attendants included Mr. PU Chungan (the secretary general of CIGIA), Professor GU Anzhong (the secretary general of CIGIA LNG Bbranch), Mr. XU Gang (a vice president of China Private Science And Technology Industrialist Association and Chairman of the board of Lianxun Securities), Mr. GAO Shangquan (a famous economist), Mr. ZHU Lijia (a professor of National Academy of Public Administration and famous public administration expert), Mr. CHEN Quansheng (a counselor of State Council), Mr. HE Liyao (a vice president of Guangdong E-commerce Association), Mr. LUO Jiangang (the chief economist of Lianxun Securities), Mr. MA Shenyuan (the original president of the board of directors of ENN Group), Mr. XIE Chunwang (Clean Energy Co., Ltd. of China Huadian Group), Mr. HU Deping (an original standing member of Chinese People’s Political Consultative Conference and Vice Chairman of Economy Committee of CPPCC), Mr. CHEN Weidong (CNOOC Economy Research Institute) and so on.
CIGIA LNG Branch Leadership Transition Annual Meeting & Industry Forum is the 5th annual meeting of the LNG branch; and more and more representatives attended such meeting and the subjects were broadened much more in the past five years; thus, influence of such annual meeting is also being intensified. The theme of this annual meeting is “LNG Industry Updating and Industry Export”.
1 Branch leadership transition and work
In this annual meeting, leadership transition was carried out to Council Members of CIGIA LNG Branch. Mr. PU Chungan announced new Council Members, President Company and the secretary general of the CIGIA LNG Branch. The president company is Xindi Energy Engineering Technology Co., Ltd. (President: Mr. ZHENG Haiyan) and the secretary general is Professor GU Anzhong. (Council Members of the 2nd Council of CIGIA LNG Branch are listed in AnnexⅠ). Professor GU Anzhong presented 2015 work report.
Professor GU Anzhong reviewed work and achievements in 2015, such as holding the 6th Session of 1st Council Meeting of CIGIA LNG Branch, organizing “the 1st International LNG (Shanghai) Exhibition”, taking part in “the 26th World Natural Gas Conference (WGC)” and “the 28th International Natural Gas Technology Exhibition (GASTECH SINGAPORE)”, and promotion of activities of Zhoushan and Xi’an Stations of “Air Peak Meeting”.
2 Annual Meeting Forums
There are 3 forums:Special Forum, Industry Forum and Theme Forum, in this annual meeting.
2.1 Special Forum
In Special Forum in the morning of December 10, Mr. GAO Shangquan, Mr. CHEN Quansheng, Mr. MA Shenyuan, Mr. ZHU Lijia, Mr. LUO Jiangang, Mr. HE Liyao and other experts carried out further discussions in view of building moderately prosperous society in the “13th Five Year Plan”, several suggestions on development of non-public economy, current development situations of China LNG industry, the “13th Five Year Plan” and future trends of China reform, analysis of 2016 macro economy and capital market, over capacity and mass innovation and so on.
Mr. HE Liyao said China economy growth rate would be still 6-7% in next 5 years. Mr. MA Shenyuan thought that the predicted China demand for next 5 years would grow up to above RMB 300,000,000,000 Yuan and the supply would be sufficient. However, production and supply of coalbed methane, shale gas and coal gas exist great uncertainty and Russia pipeline gas may possibly further postponed. On the other hand, LNG import resources may be highly guaranteed. He thought: China LNG contract supply amount will be the most increased from 2015 to 2017, and a significant oversupply status may appear under the demand growth slowdown situation. China LNG demand will continually grow in the future.
Mr. JI Yongbo (the deputy director of the ship transportation technology research center of Marine Transportation Science Research Institute of Ministry of Transport) said there were currently 105 operating LNG vessels (37 renovated LNG vessels and 68 new LNG vessels) in China; in addition, there were no less than 30 river LNG vessels. Many energy companies are interested in establishment of LNG vessels, but they are worried LNG filling facilities and so on; thus, LNG vessels are developed slower with reference to LNG vehicles; at the same time, equipment manufacturers are also worried about the demand of LNG vessels being not booming along with the flagging oil price. This is the issue for us to solve in the future.
2.2 Industry Forum
In Industry Forum in the afternoon of December 10, Ms. WANG Jing (the director of the national oil and gas department), Mr. XIE Chunwang, Mr. CHEN Weidong (CNOOC Energy Economy Research Institute), Mr. ZHANG Dawei (Ministry of Land and Resources) and Mr. HUANG Yonggang (HQCEC) discussed the natural gas industry development situations, China natural gas power generation development prospects, unconventional oil and gas revolution and energy transformation, establishment of special national shale gas testing zone and international cooperation and cases of LNG overseas projects, respectively.
Ms. WANG Jing put forward 3 suggestions: 1). Promotion of natural gas development in those key air-polluted areas; 2). power generation shall be a significant aspect for natural gas development; 3). strengthen establishment of vaporization projects in the transportation industry. She also said more and more downstream users would have been developed in next five years. Under the new economy system, China shall be devoted to application of natural gas to deal with air pollution; and great efforts shall be taken for development of natural gas power generation and LNG vessels. Natural gas application will be improved in the ship industry in the future, including Yangtze River, Pearl River, Bohai Sea and other regions.
Mr. XIE Chunwang said that the current natural gas electric power accounted for more than 20% in the global power structure, and natural gas for power generation accounted for 43% of the total natural gas consumption in 2013. In the future, natural gas for power generation will still grow at some certain rate. China installed capacity of gas electric power was up to 56.97GW in 2014, which accounted for 4.1% of the total installed capacity of electric power. Moreover, such proportion will have been increased to 5.1% and 6.3% by 2020 and 2030, respectively.
Mr. CHEN Weidong thought the unconventional oil and gas revolution let America be the top energy production country. Price shall be a primary factor for restriction of natural gas development. The urban gas price (RMB 0.7 Yuan (0.11 USDs) per cubic meter) is still relatively high for national downstream users; and buyers think such price is relatively high.
Mr. ZHANG Dawei put forward that the national top level design and comprehensive promotion shall be carried out to shale gas in China. He suggested that the first special national shale gas testing zone shall be established in Sichuan Basin and its surrounding region where achievements were made for development of shale gas.
2.3 Theme Forum
In Theme Forum on December 11, guests from related domestic and overseas companies presented speeches and carried out interactive communication together with professional audience in view of natural gas treatment and liquefaction, LNG receiving stations, LNG transportation vessels, FLNG, international LNG trade, LNG and big data, LNG fueled ships, natural gas engines, LNG railway transportation, LNG applications, distributed energy and so on.
